To resolve this issue, disable the Compatibility Mode feature. Do the following:
Rightclick the desktop icon of your Titanium program, then select Properties.
Click the Compatibility tab.
Untick Compatibility mode.
Click Apply, then click OK.
If the issue persists after following the steps above or if the User Compatibilty mode is not enabled, do the following:
Check your computer for viruses, then remove them if you find any.

Check your computer for conflicting software.
Having thirdparty software installed on your computer may lead to program issues.
Remove these programs and their components by following the steps below:
Uninstall the software manually. Follow the steps below:
Go to Start or the Windows Orb Control Panel.
Open the Windows Add or Remove Program tool by doing either of the following:
For Windows XP: Click Add/Remove Programs.
For Windows Vista and Windows 7: Go to Programs Programs and Features.
Search for the old security software that your Titanium installer detected, then select it.
Click Remove or Uninstall.
